The first-ever proclamation of a Black History Month came from the City of Toronto in 1979. Nova Scotia became the first province to observe Black History Month in 1988, renaming it to African Hertiage Month in 1996. Ontario proclamed Black History Month in 1993, which led to the House of Commons officially recognizing February as Black History Month in 1995; though the Senate of Canada would not pass a similar motion until 2008.
